What is a Betriebsanweisung, and how does it differ from the manufacturer’s operating manual?
The short answer
In German occupational safety law, a Betriebsanweisung is a written, binding instruction from the employer to its employees on how to work safely with work equipment, hazardous substances or biological agents, based on the employer’s own risk assessment (§ 12 BetrSichV, § 14 GefStoffV). The operating manual (Betriebsanleitung) comes from the manufacturer with the product. In company usage the word also covers operator SOPs, work instructions, shift instructions and other operator documents.

The Betriebsanweisung belongs to the operator's side. Under § 12(2) of the BetrSichV, the employer has to give employees written instructions for the use of work equipment before they first use it, in a form and language they understand, and keep them up to date. Under § 14 of the GefStoffV, the employer provides a written Betriebsanweisung for activities with hazardous substances; TRGS 555 describes it as workplace-, activity- and substance-related binding written orders and rules of conduct, structured into working area, substance, hazards, protective measures and rules of conduct, behavior in an emergency, first aid and disposal. A manufacturer's manual can replace the Betriebsanweisung only where it contains the equivalent information (§ 12(2) BetrSichV). The reverse never applies: no operator document replaces the manufacturer's instructions for use.

Only the hazardous substances and machine variants — and safety instructions written for that purpose — are Betriebsanweisungen in the legal sense. The others are quality, management or governance documents that companies call by the same word.
Outside Germany
Other countries assign similar duties through other documents. In the United States, OSHA requires, for example, a written hazard communication program for hazardous chemicals (29 CFR 1910.1200(e)) and written energy control procedures for lockout/tagout (29 CFR 1910.147). These are not translations of the Betriebsanweisung, and none of the labels above implies that a document meets a legal duty by its name.
