Betriebsanweisung: one German word, many operator documents

What is a Betriebsanweisung, and how does it differ from the manufacturer’s operating manual?

The short answer

In German occupational safety law, a Betriebsanweisung is a written, binding instruction from the employer to its employees on how to work safely with work equipment, hazardous substances or biological agents, based on the employer’s own risk assessment (§ 12 BetrSichV, § 14 GefStoffV). The operating manual (Betriebsanleitung) comes from the manufacturer with the product. In company usage the word also covers operator SOPs, work instructions, shift instructions and other operator documents.

For: Operators’ safety and EHS managers, technical writers, quality managers, translators

Key points

  • Legal core: the employer provides written instructions before work equipment is first used (§ 12(2) BetrSichV) and before activities with hazardous substances (§ 14 GefStoffV, made concrete by TRGS 555).
  • It rests on the employer’s risk assessment of the actual workplace, not on the manufacturer’s design risk assessment.
  • The manufacturer’s operating manual can take its place only if it contains the information a Betriebsanweisung needs (§ 12(2) BetrSichV).
  • Machinery law does not require a Betriebsanweisung; it requires the manufacturer’s instructions for use. A machine Betriebsanweisung follows from occupational safety law.
  • In company usage the word covers ten or more document types, from operator SOPs and work instructions to shift instructions and operational directives.
  • In English, name the German term on first use: "operating instructions" alone also translates Betriebsanleitung.

The context

The legal core

The Betriebsanweisung belongs to the operator's side. Under § 12(2) of the BetrSichV, the employer has to give employees written instructions for the use of work equipment before they first use it, in a form and language they understand, and keep them up to date. Under § 14 of the GefStoffV, the employer provides a written Betriebsanweisung for activities with hazardous substances; TRGS 555 describes it as workplace-, activity- and substance-related binding written orders and rules of conduct, structured into working area, substance, hazards, protective measures and rules of conduct, behaviour in an emergency, first aid and disposal. The Biological Agents Ordinance (BioStoffV) has a corresponding duty. DGUV Information 211-010 is the practical guide for all kinds of Betriebsanweisungen.

Betriebsanweisung vs. Betriebsanleitung

Betriebsanweisung Betriebsanleitung (operating manual)
Author Employer (operator) Manufacturer
Basis The employer's risk assessment of the actual workplace The design and intended use of the product
Audience The employer's own employees All intended users of the product
Legal basis (Germany) § 12 BetrSichV, § 14 GefStoffV, § 14 BioStoffV Product safety and machinery law

A manufacturer's manual can replace the Betriebsanweisung only where it contains the equivalent information (§ 12(2) BetrSichV). The reverse never applies: no operator document replaces the manufacturer's instructions for use.

What companies call a Betriebsanweisung

Usage English label Focus
Operator SOP Standard operating procedure How a machine, plant or process is operated safely and correctly
Arbeitsanweisung Work instruction Step-by-step actions, often more detailed than an SOP
Sicherheitsanweisung Safety instruction Hazards, protective measures, PPE, emergencies
Auszug aus der Betriebsanleitung Operating manual section Daily operation: start, stop, operating limits
Prozessanweisung Process instruction Roles, sequences and responsibilities of an organisational process
EHS-Anweisung EHS instruction Environment, health and safety within a management system
Gefahrstoff-Betriebsanweisung Operating instructions for hazardous substances Handling hazardous substances, protection, first aid (§ 14 GefStoffV, TRGS 555)
Maschinenbetriebsanweisung Machine operating instructions Safe operation of a specific machine at a specific workplace (§ 12 BetrSichV)
Schichtanweisung Shift instruction Routine checks and handovers per shift
Betriebliche Weisung Operational directive Binding conduct, governance

Only the hazardous substances and machine variants — and safety instructions written for that purpose — are Betriebsanweisungen in the legal sense. The others are quality, management or governance documents that companies call by the same word.

Outside Germany

Other countries assign similar duties through other documents. In the United States, OSHA requires, for example, a written hazard communication programme for hazardous chemicals (29 CFR 1910.1200(e)) and written energy control procedures for lockout/tagout (29 CFR 1910.147). These are not translations of the Betriebsanweisung, and none of the labels above implies that a document meets a legal duty by its name.

Questions readers ask next

Is a Betriebsanweisung required by the Machinery Directive or the Machinery Regulation?
No. Machinery law requires the manufacturer’s instructions for use. The Betriebsanweisung for a machine is the employer’s duty under German occupational safety law (BetrSichV).
Can an operator just hand out the manufacturer’s manual?
Only if it contains the information a Betriebsanweisung needs for that workplace (§ 12(2) BetrSichV). Hazards from the working environment are usually missing from a manufacturer’s manual.
How should "Betriebsanweisung" be translated?
Name the German term on first use, e.g. "operating instructions (Betriebsanweisung)", because "operating instructions" also translates Betriebsanleitung.
