EU omnibus simplification packages
Also known as: omnibus package, EU omnibus, Omnibus I, Omnibus IV, Digital Omnibus, simplification omnibus
The EU omnibus simplification packages are a series of legislative proposals, announced by the European Commission in 2025, that each amend several existing EU laws at once to reduce reporting and compliance burdens. They include Omnibus I on sustainability reporting and due diligence, Omnibus IV on small mid-caps and digitalization, the Digital Omnibus and the Digital Omnibus on AI.

EU omnibus packages amend several laws at once to cut burdens: Omnibus I and IV, the Digital Omnibus and the Digital Omnibus on AI (Regulation (EU) 2026/1744).
Example
A machine builder tracks three omnibus files at once: the Digital Omnibus on AI for its AI-based safety function, Omnibus IV for digital declarations and instructions, and Omnibus I for the sustainability reports its largest customers request.
The packages
- Omnibus I (February 26, 2025): Sustainability reporting and due diligence, amending the Corporate Sustainability Reporting Directive (CSRD) and the Corporate Sustainability Due Diligence Directive (CSDDD).
- Omnibus IV (May 21, 2025): Small mid-caps and digitalization, including a move to digital-by-default product information such as digital declarations of conformity and digital instructions.
- Digital Omnibus (November 19, 2025): Data rules, the GDPR and cybersecurity incident reporting.
- Digital Omnibus on AI (November 19, 2025): Amendments to the AI Act, adopted as Regulation (EU) 2026/1744; see Digital Omnibus on AI.

How it applies
- Compliance planning: An omnibus changes existing laws; it is not a new regime. Check which provisions, dates and thresholds it amends, and cite the amended law in its consolidated form.
- Dates: For AI in machinery, the Digital Omnibus on AI moved dates — but not all of them. See Machinery AI timeline: 2027 vs. 2028.
- Technical documentation: Simplification relieves some duties but does not remove the need for evidence. Digital-by-default product information overlaps with the digital product passport in delivery channels, not in legal purpose; see DPP vs. instructions for use.
- AI and retrieval: Content quoting a law before and after an omnibus can contradict itself. Record which version a statement refers to and when it was last reviewed.
Compared with the USA, Canada and China
The omnibus packages simplify EU law while keeping its structure. The USA took a more deregulatory course, revoking AI safety requirements with Executive Order 14179; Canada did not revive AIDA after it died in 2025. China continues to issue targeted rules rather than broad simplification packages, although its regulators also revise and consolidate measures over time.
